چکیده

کمبود آب یکی از عوامل اصلی محدود کننده توسعه فعالیت‌های کشاورزی به شمار می‌رود. این امر سبب شده است تا مدیریت مزرعه و بهره‌وری از آب زراعی، نیازمند مشارکت هر چه بیشتر کشاورزان در این زمینه باشد، از این رو هدف از انجام این تحقیق، تحلیل موانع و تسهیل‌کننده‌های مؤثر بر توسعه سامانه های نوین آبیاری می‌باشد. جامعه آماری مورد نظر شامل 70 نفر از کارشناسان جهاد کشاورزی بود که با استفاده از سرشماری، مورد تحلیل قرار گرفتند. داده‌ها با استفاده از پرسشنامه به عنوان ابزار تحقیق جمع آوری گردید و به منظور تجزیه و تحلیل داده‌های جمع آوری شده، از نرم­افزارهای SPSS و Lisrelاستفاده شد. برای تعیین پایایی پرسشنامه نیز با استفاده از نرم افزار R ضریب آلفای ترتیبی محاسبه و مقدار آن برای بخش‌های مختلف پرسشنامه 91 درصد به دست آمد که نشان از قابلیت اعتماد داده‌ها در شرایط مشابه دارد. در این تحقیق، به منظور شناسایی موانع و تسهیل‌کننده‌های تأثیر گذار بر توسعه سامانه های نوین آبیاری، از تحلیل عاملی استفاده شد. نتایج تجزیه و تحلیل در قسمت موانع توسعه، منجر به شناسایی پنج مانع تاثیرگذار بر توسعه سیستم‌های نوین آبیاری از سوی کشاورزان گردید. این موانع عبارت بودند از آگاهی کشاورزان، مشکلات فنی، هزینه‌های اجرایی، سیاستگذاری‌های دولتی و رضایت کشاورزان پیشرو. این عامل‌ها به طور کلی 72 درصد از موانع توسعه سامانه های نوین آبیاری را تحت کنترل خود داشتند. تسهیل‌کننده‌های شناسایی شده هم عبارت بودند از دانش فنی کشاورزان، وضوح مزایای نسبی و نظارت و همکاری سازمان‌ها. این عامل‌ها نیز در کل، توانایی تبیین حدود 40 درصد از واریانس مجموع عوامل تاثیر گذار بر توسعه سامانه های نوین آبیاری را بر عهده داشتند. همچنین به منظور تعیین روابط مستقیم و غیر مستقیم بین موانع و تسهیل‌کننده‌های شناخته شده، از مدل‌سازی معادلات ساختاری استفاده گردید. نتایج این بخش مشخص نمود که آگاهی کشاورزان (87/0= β)، هزینه‌های اجرایی(67/0= β) و رضایت کشاورزان پیشرو (54/0= β) بر توسعه سامانه های نوین آبیاری تأثیر مستقیم دارد. همچنین دیگر نتایج تحقیق نشان داد که روابط غیر مستقیم و ضعیفی بین هزینه‌های اجرایی، رضایت کشاورزان و آگاهی کشاورزان در راستای توسعه سیستم‌های نوین آبیاری برقرار است. مطابق دیگر نتایج به دست آمده، هیچ کدام از تسهیل کننده‌های شناسایی شده، تاثیر معنی‌داری بر توسعه سامانه های نوین آبیاری توسط کشاورزان نداشتند.

Factors Affecting Adoption of New Irrigation Systems: Viewpoints of Experts of Departments of Agriculture Jihad in Tehran and Alborz Provinces

Shortage of water is one of the main factors limiting development of agricultural activities. This has led to the fact that farm management and productivity of agricultural water need full participation of farmers. Therefore, the purpose of this study was to analyze the factors affecting barriers and facilitators in adoption/development of new irrigation systems by farmers. The statistical population of this study included 70 experts of the departments of Agriculture Jihad whose viewpoints were collected and analyzed. Data was collected by using a questionnaire as research tool and SPSS and Lisrel software were used for analysis. To determine the reliability of the questionnaire, alpha coefficient was used by R software, which amounted to 91 percent, reflecting the reliability of data in similar conditions. In order to identify the factors affecting barriers and facilitators in development of new irrigation systems, factor analysis was used. The results of analysis in development barriers section led to identification of five barriers that included farmers awareness, technical problems, administrative costs, government policy, and technical knowledge. These barriers could explain about 69 percent of variations of adopting new irrigation systems. Identified facilitators included satisfaction of progressive farmers, clear comparative advantages, and monitoring and institutional partners. These facilitators could explain about 40 percent of variations about adoption of new irrigation systems. Also, in order to identify direct and indirect relationships between identified barriers and facilitators, Structural Equation Modeling (SEMs) was used. Results of this section showed that farmer awareness (β= 0.87), administrative costs (β= 0.67), clear benefits (β= 0.54) barriers had a direct impact on the development of new irrigation systems. Also, other results of this study showed that there was an indirect and weak relationship between administrative costs, farmers’ interests, and farmers’ awareness in development of new irrigation systems. According to the results, none of the identified facilitators had any significant effect on the adoption of new irrigation systems by farmers.
